ارزیابی عملکرد دولت های محلی در زمان بحران

در سال‌های اخیر، دولت‌های محلی اسپانیا تحت فشار فزاینده برای تطبیق محدودیت‌های شدید اقتصادی در حالی که تامین خدمات عمومی محلی خود را حفظ کرده‌اند، آمده‌اند. ما در طول دوره بحران اقتصادی (‏۲۰۰۸ ۲۰۱۳)‏، تحت چهار روش غیر پارامتری مختلف، کارایی کلی هزینه در دولت‌های محلی اسپانیا را تحلیل می‌کنیم. علاوه بر این، با توجه به اینکه شهرداری دقیقا چه کاری انجام می‌دهد، ما سه مدل خروجی مختلف را با مقیاس‌های مختلف کمیت و کیفیت ترکیب می‌کنیم. نتایج حاکی از آن است که کارایی دولت محلی اسپانیا در طول دوره ۲۰۰۸ ۲۰۱۳ بهبود یافته‌است زیرا هزینه‌های بودجه (‏ورودی‌ها)‏ کاهش‌یافته است در حالی که خدمات و امکانات عمومی محلی (‏خروجی‌ها) ‏حفظ شده‌اند. ما همچنین شواهدی از پیامدهای احتمالی کیفیت خدمات در هنگام اندازه‌گیری کارایی شهرداری و تفاوت‌های ساختاری در میانگین کارایی بین شهرداری‌های واقع در مناطق مختلف اسپانیا می‌یابیم. در نهایت، نتایج ما سطح و تغییرات نمرات کارایی تحت‌تاثیر رویکرد اتخاذ شده قرار می‌گیرند.

In recent years, Spanish local governments have come under increasing pressure to accommodate severe economic restrictions while maintaining their provision of local public services. We analyse overall cost efficiency in Spanish local governments during the period of the economic crisis (2008–۲۰۱۳), under four different non-parametric methodologies. Moreover, given how problematic it is to precisely define what municipalities do, we compare three different output models with various measures of quantity as well as quality. Results suggest that Spanish local government efficiency improved over the period 2008–۲۰۱۳ since budget expenditures (inputs) fell while local public services and facilities (outputs) were maintained. We also find evidence of the possible implications of service quality when measuring municipalities’ efficiency, and of structural differences in the average efficiency between municipalities located in different Spanish regions.
