استراتژی‌های توسعه یا رشد سبز – ابتکارات کره‌ای

کره، استراتژی رشد سبز گسترده‌ای را آغاز کرده‌است که وعده می‌دهد پایه‌های گذار از سیستم های "قهوه‌ای" به یک سیستم صنعتی سبز را پایه‌ریزی کند. در این مقاله، ویژگی‌های کلیدی این رویکرد کره‌ای برای تدوین و اجرای استراتژی رشد سبز تشریح شده و پیشرفت حاصل تا کنون (‏۲۰۱۲ – ۲۰۰۹)، ‏بررسی شده‌است. مقایسه با استراتژی توسعه سبز چین، که در برنامه دوازدهم پنج ساله (‏۲۰۱۵ – ۲۰۱۱)‏ گنجانده شده، نشان می‌دهد که هر دو استراتژی مربوط به بازسازی صنعتی و ساخت موتورهای رشد جدیدی هستند که برای ایجاد سکوهای صادرات در قرن بیست و یکم طراحی شده‌اند. میزان کاهش در سطوح مختلف انتشار کربن، از جمله سیاست های این اقدامات صنعتی است. این مقاله، نتیجه‌گیری می‌کند که استراتژی کره به دقت ساخته‌شده و با تعهد و رهبری کامل دولت اجرا می‌شود و نشان می‌دهد که چنین تعهدی در یک دموکراسی، امکان پذیر است. آنچه که نمی توان تضمین کرد، ادامه تعهد مدیریت سیاسی متوالی است.

Korea has embarked on a far-reaching green growth strategy that promises to lay the foundations for a transition from a predominantly ‘brown’ to a green industrial system. In this paper the key features of the Korean approach to formulating and implementing a green growth strategy are outlined, and the progress achieved so far (2009–۲۰۱۲) is reviewed. Comparisons with China’s green development strategy, as embodied in the 12th Five Year Plan (2011–۲۰۱۵), present themselves – in that both strategies are concerned with industrial restructuring and the building of new growth engines designed to create export platforms for the 21st century. Reductions in levels of carbon emissions flow from these industrial policy initiatives. The paper concludes that the Korean strategy is carefully crafted and implemented with full government commitment and leadership, demonstrating that such commitment is feasible in a democracy.
