سیاست‌های تجارت خدمات و توسعه پایدار

تحقق بسیاری از اهداف توسعه پایدار (SDGs)به تقویت عملکرد بخش‌های خدماتی و بهبود دسترسی به خدمات خاص در کشورهای در حال توسعه بستگی دارد. ما نشان می‌دهیم که وقتی سطح توسعه اقتصادی یا کیفیت نهادها به اندازه کافی بالا باشد، باز بودن به تجارت خدمات و سرمایه‌گذاری به طور مثبت با دسترسی به خدمات مالی، ICT و حمل و نقل مرتبط است – سه فعالیت که ورودی به چندین SDGs هستند. مفهوم آن این است که تسهیل تجارت و سرمایه‌گذاری در خدمات ممکن است به تحقق SDGs که به عملکرد بخش‌های خدماتی وابسته هستند کمک کند. در صورت عدم وجود اطلاعات پانل مقایسه ای در مورد سیاست های تجارت خدمات، تجزیه و تحلیل های خاص کشوری برای درک بهتر کانال های خاص که از طریق خط مشی های تجارت خدماتی بر SDG ها اثر می گذارد، مورد نیاز است.

Highlights•Many sustainable development goals (SDGs) depend on the performance of services sectors.•Reducing the restrictiveness of services trade policies can enhance service sector performance.•Services trade openness is positively correlated with indicators of services-dependent SDGs.•Facilitating trade and investment in services should be considered in the pursuit of the SDGs.AbstractThe realization of many of the sustainable development goals (SDGs) depends on bolstering the performance of services sectors and improving access to specific services in developing countries. We show that when the level of economic development or the quality of institutions is sufficiently high, openness to services trade and investment is positively related to access to financial, ICT and transport services – three activities that are inputs into several SDGs. An implication is that facilitating trade and investment in services may help realize SDGs that depend on the performance of services sectors.
